Actually I recall reading interviews from all the way back in Season 1 where RA said he always saw Guy as redeemable. I think there were moments even early on where you could see that he's uneasy with some of the Sheriff's sadistic actions.
I think the most startling thing to me wasn't even that he's so heartless, it's that he has such crude/thuggish manners (and mannerisms) a lot of the time. But I can totally accept that it's kind of a mask he wears.
