I am not sure we are talking about the same bill? I've just had a lecture about it this afternoon, so it was not merely something I found on the internet: we were given the link and studied the case.

Anyway, I didn't put it up here to start a discussion, merely so people could be aware of something I thought was wrong and that we are working on in one of our classes at the moment.
